With the administrative reform carried out by Governor Jaques Wagner through Law no. 12.212/2011 was created by the Secretary of Culture of the State of Bahia - Secult - Ba and the Center for Popular Culture Identitary - CCPI . The initiative responds to a need to appreciate the various demonstrations that strengthen the identity of our state . The birth of the Center comes from the alignment of the State Government with the contemporary thought of UNESCO and the Ministry of Culture of promoting public policies aimed at the popular culture and identity . This idea is revealed in Bahia since 2007 , when the Second State Conference of Culture , where they were 26 cultural regions , 76 % of these indicated the popular culture as a priority .
 
Given a need to create an organization that prizes the cultural values ​​, transcending the symbolic dimension , the Center for Popular Culture and Identitary is the arm of Secult in implementing the protection, promotion and creation of policies for recovery and strengthening of popular demonstrations and identity. " The creation of the Center for Popular Culture and Identitary is proof of the recognition of the Government of Bahia and the cultural wealth of our state ," said the General Coordinator of the Center , Arany Santana . The work is a continuation and an extension of the Center for Popular Culture and Identitáras , which ran between 2008 and 2010 in the Department of Culture .
 
Among the demonstrations addressed , are ethno-racial cultures such as African , indigenous and Roma mothers , the country culture , so long denied by the Bahian people do not recognize the rural customs an important part of their origin , and cultures gender, sexual orientation and age groups . Such segments historically , despite its relevance to the Bahia , have never been the object of an articulate and consistent public policy.
 
Besides foster , preserve , promote and strengthen the cultural events , the Centre will also take care of festivals and celebrations , which in Bahia even have a range that impacts the economy and tourism of the state . The body will still studying and researching these cultures through productive relationships and joints with their state and federal academic circles . Popular culture as an activity of an economic nature (such as food and crafts ) and as a producer of symbols that materialize in terms of knowledge and expertise will also be observed by the Centre .

From the powers and functions of the Centre for Popular Culture and identity , it was incorporated into the role of dynamics and cultural management of state public areas of the historic center of Salvador . Thus, the Pelourinho Cultural Program , which brings cultural diversity of affordable or free cultural spaces Pillory way, leaves the structure of the IPAC and now belongs to the new organ Secult . The CCPI is managed by Arany Santana , expert educator in Kikóongo Language and Culture and African history . Founder of the Unified Black Movement and director of Ilê Ayie , Arany in 2004 became the first Municipal Secretary of repair and in 2010 headed the Department of Social Development and Fight Against Poverty State of Bahia . Also with training in theater arts , participated in films such as Captains of the Sands , Cecilia Amado , Pau Brazil , Fernando Belens , Leaves Sacred Garden of Pola Ribeiro , The War Straws , Sérgio Rezende and The Age of the Earth, Glauber Rocha.

With the reestablishment of the Secretary of Culture of the State of Bahia after the election of Governor Jaques Wagner , through Law no. 10.549/2006 came a significant change in how to design and manage the culture in the state . Early in the management Secult - BA created an Advisory Popular Culture , which sought to establish a process of continuous dialogue with these cultural segments .
 
By understanding the extent that popular culture has in the state of Bahia and after realizing the need to promote public policies such manifestations, Secult - BA transforms , in 2008 , the Center for Advising on Popular Culture and identity , which sought a more executive profile in response to the demands of the segment . During the three years in which he served , the core supported and promoted the cultural production of various groups , communities and associations , in addition to supporting popular , civic and religious festivals and promote cultural encounters and exchanges between popular culture and identity .
 
On May 4, 2011 , the Center becomes center of Popular Culture and identity through administrative reform state government . The move seeks to protect and promote , by the State , the popular demonstrations and identity through a unit that becomes a reference to the segments . With the creation of the Center for Popular Culture and identity , the Government of Bahia become in tune with the contemporary policies of UNESCO and the Ministry of Culture for these areas
